In the first 100 days in Congress, I would introduce this legislation: A BILL To require the American Israel Public Affairs Committee to register as an agent of a foreign principal under the Foreign Agents Registration Act of 1938. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the "AIPAC Foreign Agent Registration Act". SECTION 2. FINDINGS. Congress finds the following: (1) The Foreign Agents Registration Act of 1938 (22 U.S.C. 611 et seq.) requires persons acting as agents of foreign principals to register with the Attorney General and disclose their activities, particularly when engaging in political activities within the United States for or in the interests of such foreign principals. (2) The American Israel Public Affairs Committee (AIPAC) engages within the United States in political activities for or in the interests of a foreign principal, including but not limited to advocating for policies that advance the interests of the Government of Israel. (3) Such activities fall within the definition of an "agent of a foreign principal" as provided in section 611 of title 22, United States Code, which includes any person who engages within the United States in political activities for or in the interests of such foreign principal. (4) Requiring AIPAC to register under the Foreign Agents Registration Act will promote transparency in foreign influence on United States policy and ensure compliance with existing law. SECTION 3. REGISTRATION REQUIREMENT. (a) IN GENERAL.—Notwithstanding any other provision of law, the American Israel Public Affairs Committee (AIPAC), including any successors or affiliates, shall be deemed an agent of a foreign principal under section 611 of title 22, United States Code. (b) REGISTRATION.—Not later than 30 days after the date of enactment of this Act, AIPAC shall— (1) register with the Attorney General as an agent of a foreign principal in accordance with the requirements of the Foreign Agents Registration Act of 1938 (22 U.S.C. 611 et seq.); and (2) comply with all disclosure, reporting, and other obligations applicable to registered agents under such Act, including but not limited to filing statements of registration, supplemental statements, and reports on political activities conducted within the United States for or in the interests of a foreign principal. (c) ENFORCEMENT.—The Attorney General shall enforce the requirements of this section, including through civil penalties, injunctions, or other remedies provided under the Foreign Agents Registration Act of 1938. SECTION 4. DEFINITIONS. In this Act: (1) The term "American Israel Public Affairs Committee" or "AIPAC" means the organization headquartered in Washington, D.C., that advocates for pro-Israel policies in the United States, including its political action committees, affiliates, and any entity substantially controlled by or operating under the direction of AIPAC. (2) The terms "agent of a foreign principal", "foreign principal", and "political activities" have the meanings given those terms in section 611 of title 22, United States Code. SECTION 5. EFFECTIVE DATE. This Act shall take effect on the date of its enactment.
