ہمارا موجودہ تعلیمی نظام دو سو سال پرانے نوآبادیاتی ڈیزائن پر کھڑا ہے، جسے 1825 میں لارڈ میکالے نے مرتب کیا۔ اس نظام کا مقصد ایک ایسی نسل تیار کرنا تھا جو انڈین رنگ و بو میں ہو لیکن سوچ، اخلاقیات اور ذاتی اقدار میں برطانوی ہو۔ لارڈ میکالے نے لکھا: "ہمیں ایک ایسا طبقہ تیار کرنا ہے جو ہمارے اور کروڑوں عوام کے درمیان رابطہ کار بن سکے۔" انگریزوں کے نزدیک مقامی علم اور تاریخی ورثے کی کوئی قدر نہ تھی، اور اسی کی بدولت یہ نصاب عوام کو غیر فعال کارکن بناتا رہا، ان میں سوال کرنے کی صلاحیت پیدا نہیں کرتا، اور انہیں کبھی برابری یا اجتماعیت کا شعور نہیں دیتا۔ یہی ورثہ آج بھی ہمارے نصاب میں موجود ہے، اور پاکستان کی ترقی کے لیے اب ضروری ہے کہ ہم نصاب کے اصلی ڈیزائن پیرا میٹرز کو سمجھیں اور ایک خوداعتماد، بافکر نسل تیار کریں جو ملکی ترقی کا محرک بنے وفاقی وزیر منصوبہ بندی پروفیسر احسن اقبال کا قومی نصاب کانفرنس 2026 سے خطاب

اور کالجز کا قیام شروع ہوا۔ جن میں Practical orientedایجوکیشن کا اجرا کیا گیا ۔ اسطرح ملیشیا نے پھر 2015 میں انجینئرنگ کونسل یعنی BEM کے ایکٹ میں ترمیم کے ذریعے ٹیکنالوجی ایجوکیشن کو Recognised اور تحفظ دلوایا۔ اور آج آپ دیکھ سکتے ہیں کہ ان Reforms کے بعد Economy کو اٹھایا۔

میلشا نے 1970 سے 1980 تک یونیورسٹیاں Theory oriented- Design and Researched based انجینئرنگ پروگرامز کروا رہیں تھیں۔ 1990 میں Transition شروع کی اور ایک پیپر کیبنٹ کو دیا گیا جس میں ٹیکنالوجی یونیورسٹیاں اور کالجز کے قیام کا کہا گیا۔ اور پھر 2000 میں ان ٹیکنالوجی یونیورسٹیاں ۔۔
