DeFi Education Fund and more than 110 builders, investors, and crypto advocates — including @coinbase , @Ripple , @a16zcrypto, @Uniswap Labs, @hedera , @SolanaFndn … — sent a letter urging the U.S. Congress to protect software developers and non-custodial services in the upcoming market structure bill. 1.Blockchain is neutral infrastructure The law should treat blockchain like a public technology “rail,” not like a bank or financial company. Don’t apply old financial rules to it. 2. Protect decentralized networks and builders People who develop, run, or use decentralized networks are not financial middlemen. They don’t control or hold users’ money. 3. Developers are not money transmitters Blockchain developers should not be treated as money transfer businesses under 18 U.S.C. § 1960, because they don’t directly send or keep money for others.

Nhà phát triển không phải công ty chuyển tiền Nhà phát triển blockchain không nên bị coi là doanh nghiệp chuyển tiền theo điều 18 U.S.C. § 1960, vì họ không trực tiếp giữ hay gửi tiền cho ai.
