It’s his choice and it’s what he feels he needs to do. If not this game it would happen the next time they play each other. Are you talking about the department of player safety? Why is it a bad look for them exactly? They did their job, they’ll do it again after this game if necessary. Are they supposed to say no you can’t play because the other team is mad at you? Is the idea of an unspoken code and owning up for your actions the thing that’s bothering? Says more about you than anyone involved from the Ducks and Leafs imo.

The language in the rules defines it as moving toward the goal. So while it’s technically moving forward on a diagonal plane it’s also moving away from the goal, Panarin himself is moving backward. I don’t really care, it’s up to the refs discretion, but it’s definitely borderline.

The rule states something along the lines of it’s ok for the puck to move backwards temporarily because like you said a toe drag and other dekes require it. Problem with this move is Panarin and the puck both move away from the net basically parallel to the goal line. It’s cheese.
