1. It's supposed to be green. Similar shallow basins in parks around the world are green, because it costs too much to keep them perfectly clear.
2. Trump decided it needed to be clear, like in water fountains instead of basins.
3. He's likely going to succeed at this by July 4. The National Park Service is competent (even though he isn't), all it takes is money.

It didn't "turn it into" anything. The reflecting pool has always been full of algae. It's a nature of the problem -- it was designed that way.
If you want the water to be clear like a fountain, then you need a different design, such as bigger pipes, creating currents, and so on.
