This passage is saying something very specific and very demanding.
Plainly stated:
A foreigner living among you is not an outsider morally or legally.
Once they reside in the land, they are to be treated as native-born—same dignity, same protections, same basic standards of justice.
“Do not mistreat” goes beyond “don’t be violent.”
It includes exploitation, discrimination, humiliation, unequal law, or social exclusion.
“Love them as yourself” applies the same moral rule as neighbors.
You are required to apply the same standard you apply to your own people—no lesser value, no second-class status.
The reason matters: memory and humility.
“For you were foreigners in Egypt” is a reminder:
You know what power abuse feels like. Do not become what harmed you.
The authority is absolute, not cultural.
“I am the Lord your God” means this command is not negotiable, tribal, or conditional on popularity or fear.
What it does NOT mean:
It does not say abolish laws or standards.
It does not say ignore wrongdoing.
It does not say foreigners are above accountability.
It means:
Equal law
Equal dignity
Equal moral regard
