You're new to Elliot aren't you? Secondary, Tertiary and Quaternary fractals don't support anything like this. For starters, your 1&2 of 3 aren't structurally sound. The best fit there is that those are B and C of A flat and that's all a 2. That invalidates your 3, which doesn't have internal structure anyway. And the proposed 4 doesn't have a valid flat expanded internet structure, the FE being the only corrective structure that could produce the B high you propose, a B high that overshoots flat expanded range. FE's are 3-3-5 structure, not 5-5-5. These are common mistakes those new to Elliot make. They're also convenient biases for someone looking to make the chart fit the story.
