GTA IV is rough as a dog on PC without mods. Big shoutout to the Fusion Fix mod devs for keeping the game as playable as possible on modern hardware. This game needs a remaster ASAP, better PC port and newer console versions. This game a mess without mods.

@ItsMAK20s @videotech Have you tried changing the definition option in the graphics menu? The additional blur smoothing could help. Have you also installed any other mod that replaces the stipple.wtd file?

@Caddicarus OG or N.Sane? Because there's been quite a lot of N.Sane ones recently like the Carnage mod or Toxic Machinery.

The ferries were cut late on. They were supposed to be moving back and forth kinda like a train. We figured there would be too many issues with it. Mostly the collision and AI of peds and vehicles sitting on top of another vehicle. We ditched them even though they were in the trailer.

There's always someone who will hate a thing, modding community has a fringe section pretty much dedicated to that, you make a mod that becomes, guarantee there's going to be someone calling it trash.
