The Hukou system is China's household registration system, formalized in 1958. It classifies people as rural (agricultural) or urban based on family origin, often inherited.
Rural hukou holders faced strict controls on moving to cities. They had limited or no access to urban jobs with benefits, public schools, healthcare, housing, or pensions. Many became "floating population" migrants who worked in cities but remained second-class: lower pay for similar work, kids often excluded from local schools, and no easy path to urban status.
It helped the planned economy control urbanization and allocate resources but entrenched rural-urban inequality and restricted opportunities for rural families for decades. Reforms since the 1980s have relaxed rules gradually, though divides persist in big cities.
