i hope the sovereignty bill, as it is now, passes through and becomes law the bill is out of unprecedented ignorance and malice… and the beauty about ignorance is that it always circles back the kampala establishment is convinced this bill is designed to isolate and crush its perceived enemies: the opposition, civil society, and ugandans who stepped outside its deliberate economic chokehold by goin' abroad the establishment works hard to make your village people poor and totally dependent on it, you people go abroad, hustle and send 'em money to escape poverty and the establishment is not happy about that but what the establishment doesn't realize is that its own ecosystem is structurally dependent on the very thing this bill is tryin' to criminalize: foreign linkage from the structural adjustment era in the late 80s and 90s, our economy is deeply tied to external financin' ugx 40 trillion of the ugx 72 trillion of our budget will be external funds the 32 trillion from local revenue and loans is also still tied, in a way, to foreign fundin' the ngos, consultancies, contractors, and even government-adjacent entities that have grown out of this system are not local in the pure sense this bill pretends exists, they are hybrid, externally funded, and internationally networked what the establishment doesn't realize is that its cronies and their kiddos are the majority of the people who will be labeled "foreigners" on day one of the law because "foreigner" in this bill is not about nationality, it's about connection, residence, fundin', and association and who dominates that space? not the rural poor not the boda guy not the informal trader it's the ngo class the consultant class the politically connected business class the same people who have spent decades operatin' in a system built on foreign grants, foreign loans, foreign partnerships what the establishment doesn't realize is that its sycophants are the ones to be labeled foreign agents on day one because once you define "foreign influence" broadly enough, you don't get to control where it stops the majority of ugandans who have been at the receivin' end of corruption and repression are structurally excluded from these systems they're poor detached from formal economic networks largely outside ngo ecosystems they will not be the immediate victims of a ugx 400 million cap on foreign fundin' they will not be the immediate targets for merely residin' outside uganda to hustle they do not own companies structured around foreign capital inflows they do not run organizations dependent on donor cycles they are not embedded in global networks that this law is tryin' to police yes, there will be a trickle-down effect, there always is but the first squeeze will not be felt in the village it will be felt in boardrooms, ngo offices, consultancies, and among the politically neutral elite who've convinced themselves that disengagement equals safety and that for me is the point for far too long, there's been a class in uganda that believes bad laws are designed for the poor, the uneducated, the politically exposed they sit in air-conditioned rooms, benefit from the same system, and say "me i don't do politics" but laws like this don't respect that illusion they collapse the distance between politics and everyday life they force people to confront the reality that the system they benefit from can just as easily redefine 'em as a threat because the poor in this case have no business that needs more than ugx 400 million in foreign fundin' per year but the "neutral" class does the establishment's allies do the system itself does and for the first time, the people who thought they were spectators will find themselves inside the frame definitely, if the bill passes, it'll be struck down because it goes against every existin' law.. but before it's struck down, i want some people to have a taste of it kwaheri 👋
