The synopsis: "Fourteen years after the passing of Frodo - Sam, Merry, and Pippin set out to retrace the first steps of their adventure. If true then this means one can register the same vehicle under different identification documents (not even in different identities) and exploit the quota. No cross ref between identification documents.

@aselawaid Thanks for checking up.. what intrigues me is this kind of thing should've been identified by the implementation teams pretty early on. If true, it can be only a feature not a bug to support some edge scenario (or very bad blunder)
