We've seen some confusion around Cherry Blossom Event decorations and Event Keys. To clarify, interacting with decorations does not directly grant Keys. Decorations can trigger Kitsunebi ambushes, which means more chances to earn Keys by defeating them. The event patch notes will be updated to reflect this.

@TheDivisionGame @826743 Any comment on Prototype pieces not dropping Gear Sets? Only Brand Sets and weapons are dropping. Currently the only way to obtain Protoype Gear Sets is via upgrading, meaning players without expertise 30 are hard-locked out of Prototype Gear Sets.
