Red states mostly use standard federal-spec gasoline, same as most blue ones. California (and a few others) requires its own stricter CARB reformulated blend, which costs refiners more to make and ship—adding roughly 10-30¢/gal depending on market. Biggest driver for cheaper red-state prices like TN's $3.50: lower state taxes/fees (red avg ~27-30¢/gal vs blue often 40¢+; CA hits 61¢+). Fewer mandates and closer refinery access (Gulf red states) cut costs further. Bureaucracy in taxes and rules explains most of it.
