I’d sure love to see the raw file for this particular photo from a more elevated position. The desaturation of the reflection of the top of the Washington Monument suggests somebody might have done a quick and dirty hue/sat adjustment on the water.
Most images are edited, but I have a feeling that seeing just how much this one was would be rather amusing.

By taking this photo from a low angle over the water, the incidence angle maximizes reflectance.
So the blue of the water in this case comes from the reflection of the sky.
