Kulbir Singh Moroak forced a woman into marriage and left her fearing for her life.

Thanks @LessCrime, and you aren’t wrong here. Mark Evans is one of the best conceptual thinkers on police strategy implementation, and has the organizational experience to back it up in the real world. He’s worth a listen.
