But as a CURRENT manager, I can assure you that we have SOPs that cover these scenarios.

Coming from a psychiatric professional, this makes sense. When a person is deemed incompetent/incapable to stand trial, they are court ordered to have psychiatric treatment and the goal is psychiatric rehabilitation so that then they can go back and a stand trial competently. This is the first step towards Justice. Throwing a psychotic man in jail, presumably who is actively delusional, is a risk for everyone.
