The actors claim the data was obtained during a joint pentesting operation against multiple Venezuelan government entities, building on an earlier compromise of SENIAT (Venezuela's national tax authority). They describe the release as proof of capability and state that further leaks targeting Venezuelan government systems are planned.

SEBIN (Servicio Bolivariano de Inteligencia Nacional) is Venezuela's primary domestic intelligence agency, while CICPC (Cuerpo de Investigaciones Científicas, Penales y Criminalísticas) is the country's principal forensic and criminal investigation body. Both operate under the Ministry of Interior, Justice and Peace.
