You realize this is the feature that makes the system work, and not a bug. That 2nd year, 3rd grader will still advance to 4th grade, when they are ready to do so. Instead of using false rewards and platitudes to pretend to be compassionate, real compassion requires one to actually care about the future successes of the individual, and to give them the resources to actually succeed.
