This is not original from me - it is basically China's preferred mechanism. Establish via govt funding then privatise ASAP.

@PeterJ24805519 @LanderPeterjohn most renewable developments are private companies, and have a large customer base.. small rural towns of 50 people or less, is not a large customer base. and for private company, is not a worthy investment. so we the taxpayer are now funding endless diesel use and maintenance
