The Ministry of Industry should oversee sugarcane crushing and animal feed production from corn, ensuring no burning occurs. If factories do not comply, legal action will be taken. The Ministry of Commerce must regulate agricultural trade to ensure no products come from burning, including imports. The Ministry of the Interior should use local authorities to detect and punish burning, while the Ministry of Foreign Affairs should negotiate with ASEAN countries to enforce the ASEAN Agreement on Transboundary Haze Pollution. MP Thirachai Phuvanatnaranubala, head of the Palang Pracharath Party's academic committee, suggests that the government consider financial measures, similar to those successfully used by Singapore. Here are some proposals: The Ministry of Agriculture should create standards and work with private surveying companies to monitor burning in Thailand and neighboring countries, with private companies covering the costs. The Ministry of Finance should impose a special tax to combat toxic dust, starting one year after implementation. For example, a high tax (up to 100%) should apply to imported corn, sugarcane, or sugar from neighboring countries. For domestic transactions, the tax should be applied at a maximum rate of 100% for animal feed and sugar factories. A 5% export tax should apply to rice exports. Imports of corn, sugarcane, or sugar from neighboring countries and domestic transactions should be exempt for companies with a certificate from a licensed surveying company, confirming no burning occurred in the fields in the past year. For rice exports, once a year has passed, the export tax should be refunded and distributed to tambon administrative organizations (TAOs) based on rice production. If burning occurred in any TAO, their share will be forfeited and redistributed to other TAOs. The Ministry of Agriculture should allocate funds to buy community-based sugarcane harvesting vehicles, ensuring that all fields can be accessed continuously.
