A special word of acknowledgment is due to those who steered India through the complexities of the India–United States Civil Nuclear Agreement negotiations. At a critical juncture, when there were pressures to place our fast breeder programme under safeguards or curtail it altogether, India held firm. The preservation of strategic autonomy in this domain was not an abstract principle—it has yielded concrete outcomes.
