This is a change of tactics.
Not sure why a blockade would be directed against "all ships" and not just Iranian ships or those that loaded or unloaded in Iranian ports.

JUST IN - Trump orders the U.S. Navy to blockade the Strait of Hormuz to "any and all ships trying to enter, or leave." Also instructing the U.S. Navy to seek and interdict every vessel in international waters that has paid a toll to Iran: "No one who pays an illegal toll will have safe passage on the high seas."

The Iranians clearly read Art of the Deal. Demand everything as your opening move and then work your way down from there.
What's probably going to happen (barring political pressure in the US forcing Trump to back down or a full-scale regime collapse/civil war in Iran) is that Iran will eventually come back and offer zero nuclear capabilities in exchange for a more realistic deal (security guarantees, financial aid in rebuilding, a lifting of all sanctions, ect).

The problem is that Iran's demands are absurdly maximalist: * Permanent Hormuz tolls * Reparations * Unblock frozen assets * No restrictions on uranium enrichment * Ceasefire includes Lebanon It's what you would only reasonably demand after a crushing military victory!
