FROM DOUBT TO DIALOGUE: PRESIDENT HICHILEMA’S VISIONARY ENGAGEMENT WITH ZAMBIAN ENGINEERS Last December, a prominent Zambian engineer called me with a concern: why had President Hakainde Hichilema met with almost every professional body except the engineers? My colleague was convinced that the engineering fraternity held the solutions to the nation’s most pressing hurdles. I reassured him that, far from avoiding them, the President likely wanted dedicated time to engage with them properly. That perspective was validated today in Livingstone. Officiating at the Engineering Institute of Zambia’s annual meeting, President Hichilema laid out a clear vision for the profession's role in national growth. He didn't just speak; he invited the fraternity to State House for further consultation and specifically called on engineers in the diaspora to contribute their skills. It was arguably the most energized I have seen the President during a professional engagement—he seemed truly in his element and ready to build.

I am still of the opinion that this is bad law. Before this law, bail was granted on a case to case basis and for me, that was the best approach. This however, will have accused persons punished before being found guilty. It goes against the presumption of innocence. Denial of bail, should never be looked at as a form of punishment and a deterrent measure for other will-be offenders, because at the point of bail, we are unsure of the guilt or innocence of the accused person. We should be moving towards making more offences bailable, as long as accused persons meet the requirements for admission to bail. Also, considering our President at one point was charged with a non bailable offence on charges that many say were trumped up for close to, or over half a year, I expected that we learned from that… but here we are, increasing the number of non- bailable offences.
