Interpretive authority can be centralized (courts, central banks) or distributed (arbitration markets, prediction mechanisms), but scaling elastic credit depends less on where judgment resides than on whether it is fast, capture-resistant, and coupled to enforceable recourse. distributed discretion does not eliminate the enforcement problem; it embeds interpretive authority elsewhere in the system.
