This logic implies that subversion of the rules (undertaking hidden actions that breach the rules and undermine the PL’s authority) is not in itself a serious violation worthy of heavy sanction - not unless it accompanies sporting impact. That means if Man City can lessen the severity of any PSR breach determined by the Panel, then they can leverage that precedent to weaken the sanctions applied…
