Again, I'd refer you to Catherine Herridge for details. It's no secret that Gitmo has been expanding massively since 2017.

There’s a whole bureaucracy that goes with indictments - prosecution team, LEOs, court staff, etc. Each indictment = 30-45 people, working 100s to 1000s of man hours DO THE MATH!!
