The Electoral College decides who becomes president, not the popular vote. No matter who individual voters in places like Louisiana choose, the candidate with the majority wins all the state's electoral votes. When the Electoral College was created, it included the Three-Fifths Compromise, which counted enslaved Black people as three-fifths of a person for the purpose of determining a state’s total population. This gave extra electoral votes to states with slavery, which made a big difference. Why was the 1965 Voting Rights Act so crucial? People forget the history, but check this chart: for 90 years after Reconstruction in the 1870s, there were basically no Blacks in Congress. On purpose. This is the cruel racist history SCOTUS & @GOP Congress are trying to resurrect.

In 2020's Chiafolo v Washington they held, "Voting is not necessarily a discretionary act." Not only is voting discretionary by definition, it's the definitive example of something that is discretionary. And our whole system is built on it. We vote, Congress votes, even the Court decides cases by voting.
