It's a one-man show, and the bubble is already bursting. People barely know who is in the @CabinetSL. Harini (Ed.) and Kumara's portfolios became known only because of controversy, not governance.

AKD is a skilled orator. He also has considerable talent in politicking. These attributes won him the presidency and have proved useful in crisis management, self-inflicted or otherwise. Does he offer much else? His team of novices is entirely reliant on him to deliver. Can he?

Please understand, we still do not even know the precise operational failure that led to the $2.5 Mn diversion of funds from the finance ministry. This is not acceptable from an institution already politicized in a manner that’s never occurred in our history.

1️⃣2️⃣ x substandard coal shipments adding up to losses of LKR 2.2 billion. 1️⃣0️⃣ x unverified payment installments adding up to USD 2.5 million. You can see the real 🚩 is not exactly the amount here, right?

After my absolute refusal to accept postponement of the summons, the Secretary to Treasury and senior officials attended the COPF meeting along w @CBSL. All members of the Commitee were present and participated in the meeting in a most professional manner immaterial of political affiliations. It was revealed that 10 payments totalling USD 2.5m had been robbed from the treasury from Oct 25 through Jan 26. Notwithstanding red flags being raised the process had continued and officials had made payments upon approvals being obtained from multiple reporting layers. We were astonished to find the massive gaps in procedure which had been manipulated to commit this crime over four months. Serious questions remain as to why audits did not pick up the tell tale discrepancies. While it is the duty of law enforcement to track down criminals our responsibility is to continue oversight on public finance in general and in this case debt repayment in particular. On that count, I took the strong position that it was the duty of the Treasury to inform us and not be told by outsiders. Their excuse of sensitive nature of the matter etc was not accepted. ST had obligations under several Acts and FRs to inform the FIU within 48 hours, to get an initial report within 7 days and have the complete report submitted to Auditor General and Parliament within 3 months etc. While there is discrepancy on when exactly the Treasury found out about the crime, they informed us that they had initiated all such action, evidence for which we directed the officials to submit to us along with all relevant details. Next session on the matter will be held in four weeks at which point we will decide on further action. #SriLanka #cybercrime

Not that I give fuck about the brats born after 2010, but this is "government deciding FOR the people" instead of letting them decide for themselves. What do we usually call that? 😆 Following the performative Western policies won't get you far.

A proposal to make all children born after 2010 a tobacco-free generation has been formally handed over to the Minister of Health, signalling a decisive step in Sri Lanka’s fight against tobacco and alcohol-related harm. The National Authority on Tobacco and Alcohol (NATA) presented the concept paper, backed by scientific research, to Health Minister Dr. Nalinda Jayatissa and the Ministry of Health for legal action. The document, prepared under the leadership of NATA Chairman Specialist Dr. Ananda Ratnayake and LL Amila Isuru of Rajarata University’s Faculty of Medicine, also included recommendations to amend and strengthen the NATA Act. The proposals highlight two key measures: Updating existing regulations under the NATA Act. Denying access to tobacco products for all individuals born after a set age limit, aligning Sri Lanka with global trends where similar laws have already been adopted. Minister Jayatissa welcomed the initiative, stressing that tobacco and alcohol remain major obstacles to building a healthier future for children. He instructed NATA to provide detailed provisions for legislative amendments. Dr. Ratnayake underscored the urgency, noting that nearly 80% of deaths in Sri Lanka stem from non-communicable diseases, with tobacco and alcohol as leading causes. Globally, tobacco use claims around 8 million lives annually, including 7 million from direct consumption and 10% from passive smoking. Alcohol use contributes significantly to mortality and health burdens as well. Sri Lanka faces an estimated 22,000 deaths each year due to tobacco and alcohol, alongside severe economic and social costs. Both substances are also identified as gateways to other drugs. LL Amila Isuru warned of rising cigarette use among schoolchildren and the heavy toll on public health expenditure. He emphasized that reducing prevalence and restricting access remain the most effective strategies to protect future generations. (Newswire)

Chairman of the Committee on Public Finance (CoPF), Opposition MP Dr. Harsha de Silva, says officials have informed the committee that 10 government debt repayment transactions meant for a relevant party in Australia had not reached the intended recipient. Speaking after today’s CoPF meeting, Dr. de Silva said the total value of the 10 transactions was USD 2.5 million, carried out between November and January. Treasury Secretary Harshana Suriyapperuma and senior Finance Ministry officials appeared before the committee today, along with senior Central Bank officials. Dr. de Silva said red flags had emerged in January, while it was only in March that authorities directly confirmed that none of the payments had reached the relevant party in Australia. He said internal inquiries had been initiated by the Finance Ministry, with Sri Lanka CERT also informed, while the CID and courts will determine those responsible. The CoPF Chairman said the committee had identified serious gaps in processes, including why Parliament and the committee were not informed earlier. The Finance Ministry has been given one month to submit a full report with evidence. He added that if the funds are not recovered, the burden may ultimately fall on taxpayers. (Newswire)

@KusumW So a Minister with a Finance background or secretary with an Economics background and two deputy ministers with finance backgrounds would have prevented the Email Spoofing or in more broad terms a phishing attack on the Treasury?

The Secretary Treasury cannot refuse to attend the Committee on Public Finance of Parliament when summoned. In the past even Ministers of Finance have attended #CoPF meetings and answered questions. Parliament must have total control over Public Finance in terms of Article 157, and any demur by the custodian of that Fund to be accountable to Parliament must be dealt with severely under the Parliament (Powers and Privileges) Act and the Standing Orders. @HarshadeSilvaMP

Given news alerts from various news outlets that ST is coming to Parliament COPF today on the USD 2.5m matter and multiple calls to me to confirm: Here it is. I do not know and I have not been informed. However I did not accept his refusal to be present today and request for another day. I have written to him and told him that. The Committee will meet as planned.

Years later, when people talk about IPL’s big shift in T20 batting, this Sunrisers Hyderabad side will come up for sure. What they kicked off in 2024 changed the scene completely. Others may follow, maybe even match it, but they’ll always be the original trendsetters.
