It has been a failure in overall American maritime policy since the end of World War Two.

1 in 25K ships. Really hard to see justification for keeping Section 27 but I'd like to steel man any reason there is. What little shipbuilding we have seems it could be supported by separate choice, especially re: gov/military ships. What is the case @grok?
