It was our pleasure to welcome a delegation of U.S. congressional staffers to Taiwan. TPP Legislator Dr. Wang An-Hsiang (Foreign & National Defense Committee) shared perspectives on Taiwan's national defense issues. We fully respect that U.S. Foreign Military Sales (FMS) have specific regulations and that the U.S. has the right to decide when to notify Congress. However, Taiwan also has its own checks and balances between the executive and legislative branches. Under FMS guidelines, the U.S. executive branch must notify Congress of any single sale exceeding $50 million USD. Since the currently announced items all surpass this threshold, there are no so-called confidentiality or classified leak concerns in Taiwan. Therefore, we believe our Ministry of National Defense (MND) has a clear responsibility to provide comprehensive information to the Legislative Yuan for proper review. As a democratic nation, Taiwan follows established legal procedures for enhancing our defense capabilities, which extend beyond the scope of the regular annual budget. Under Taiwan’s Budget Act, a "special budget" must first be authorized by a specific "Special Act" passed by the legislature, which then empowers the executive branch to submit a formal budget proposal. In response to the announcements made by the U.S. Defense Security Cooperation Agency (DSCA) last November, the Taiwan People’s Party (TPP) has introduced its own draft of a "Special Act." This legislation is designed to provide the necessary legal authorization for the executive branch to proceed with relevant defense procurements from the United States. We welcome your interest in the Special Act proposed by our caucus. We are more than willing to engage in further discussions and exchange views with all international partners who care deeply about Taiwan.

Today, TPP Chairman KC Huang, Incoming Legislator Dr. Wang An-hsiang, Caucus Director Vicky Chen, and former Director of the Foreign Affairs Department Judie Lin briefed the public on our whirlwind visit to the United States. Following meetings with the U.S. Department of State, USTR, AIT, and the Department of War, we conveyed three critical concerns shared by the Taiwanese people: -The NT$1.25 trillion special defense budget lacks sufficient transparency and legislative oversight. -The massive procurement spans eight fiscal years; the public is concerned about whether the procurement items truly meet Taiwan’s defense needs. -The upcoming tariff agreement may come at a high cost to Taiwan. Chairman Huang announced that the TPP will propose its own version of the national defense special act. We plan to address this in two weeks after reviewing MND reports, ensuring no "room for manipulation" remains. Chairman Huang reiterated that while Taiwan must strengthen its self-defense capabilities against threats, democratic oversight is non-negotiable. At the same time, cross-strait communication is essential alongside defense.
