Pakistan’s energy outlook is more resilient than it may appear at first glance. While some economies depend heavily on LNG passing through the Strait of Hormuz, our exposure is comparatively moderate. With around a quarter reliance on imported LNG, the ramp up of indigenous gas production, projected to reach ~350 MMCFD, will provide a meaningful buffer. At the same time, the country’s energy transition is already reshaping the mix, with renewables scaling up to nearly 33 GW in recent years and continuing to grow. These shifts are not just about risk mitigation, they’re about strengthening long term energy security. APTMA has written to the Government of Punjab expressing serious concerns regarding the proposed Punjab Infrastructure Development Cess (Amendment) Bill 2026. The proposed 0.9% cess on goods manufactured, imported, consumed, or exported in Punjab would significantly increase the cost of doing business for export-oriented industries. At a time when Pakistan urgently needs to expand exports and industrial activity, additional levies risk further eroding competitiveness and discouraging investment. APTMA has requested the Government of Punjab to reconsider the proposed amendments and engage with industry stakeholders to ensure policies support industrial growth and export expansion.

Along with price signals, the government should encourage fuel efficiency, promote public transport, digital channels for educational institutions, and consider two days work from home where possible. Reaffirmed government’s full support to strengthen global competitiveness, ease liquidity & policy constraints, and accelerate export growth. 🇵🇰 A dedicated technical committee is reviewing Export Facilitation Scheme issues, while concerns regarding Back-to-Back LCs and MSME facilitation will be actively pursued with relevant authorities. Together, through structured dialogue and long-term policy stability, we will enhance Pakistan’s export potential and expand into new high-value markets.

If we take $460bn as the FY26 baseline, 3% CAGR takes us to $600bn economy by 2035. To reach a $1 trillion economy, we need 8.9% sustained annual growth. One major lever ? Documenting the economy. Not to squeeze more tax, but to formalise activity, unlock credit, improve productivity, integrate supply chains and expand exports. Done right, it can add 3–4% to growth. The math is simple. The real question is: are we ready for structural reform? @betterpakistan

Reduction of Sindh Infrastructure Cess from 1.85% to 0.80% is a welcome step. Zero percent for imports under EFS will improve competitiveness.
