China’s leverage in Venezuela wasn't just ideological—it was balance-sheet power. Since the Chávez era and through Maduro, Beijing has funneled over $60 billion into Caracas in exchange for oil. About $20 billion remains outstanding. As with all of China's Belt and Road Initiative efforts, debt is the mechanism; dependence is the outcome. By 2024–2025, that relationship evolved. Venezuela began selling crude to Chinese buyers via oil-for-crypto arrangements, settling transactions in stablecoins rather than US dollars and bypassing SWIFT entirely. Sanctions lost relevance. What emerged wasn’t just a workaround for Caracas, but a proof of concept—one other U.S. adversaries (or frienemies (like El Salvador)) could easily replicate through their relationships with China.
