According to Garthering Storm: Fall of Cadia, Cadia's population was billion. IIRC, two million survived Cadia's Fall. However, "Kill Team: Shadowvault" says that there were many billions of Cadians off-world when Cadia was lost. So the majority of Cadians were scattered across the galaxy. Moreover, Cadians have begun to found new Cadian colonies on several worlds and also they are recruiting non-native Cadians to replenish their ranks. There is no lore about the Steel Legion being this widespread and prolific. The hard numbers given to them are quite humble. On top of the meatgringer against the Orks, the Steel Legion alongside many other regiments on Armageddon were royally screwed by Angron's invasion. Mass corruption and near total casualties happened across the globe. So it appears that GW had planned the sidelining of the Steel Legion quite well.
