You can and should move entirely into the opposing lane to overtake. Keep an eye out for it next time you see drivers passing cyclists; the good ones (most, in my experience) will do it!

@nunya_uk @therealmissjo @Trish_NI I went to overtake 2 cyclists in single file, but just as I moved out beside the first cyclist, he decided to move out to double up with his companion. I had to swerve further out into the road to make room for him. Luckily nothing was coming the other way. Cyclists don't care!!
