In LA, they’re eating the cats and eating the dogs. Well, not quite — but the homeless population are drugging them; beating them; cutting them. Time to take action now before it gets to that point in Austin. Forcibly commit, jail, bus. Cc: @KirkPWatson @joey_tuccio

@austinreforms The District of Columbia is responsible for the growth in our homeless population? At least with California there is the argument they under-produce housing and over-permit drug use at scale…but DC? That’s unexpected.

We start with the stabby, violent ones and work our way down from there. Those we can’t support with what we already have allocated (should be proportionate and fair to tax base) need to be encouraged to leave. @austinreforms @austintexasgov @KirkPWatson Do you think forcibly committing 3000ish people will cost more or less than we currently spend? Are we forcibly committing a couple of hundred kids? Arrest on what basis? There's a whole constitutional right around this. Same with forcible removal.

These are PSH and housing units w 20-40 year service life spans. The alternative is institutionalization or jailing, which is not free (see below for current opex expenditures). You’d just be shifting spending on the County side. Jail is a very expensive for of PSH. If we bus people to California, they’ll bus more back. The productivity of spending, at City and County is a constructive discussion. But if you want cost-effective public order, attacking the need for PSH will not produce that.

Homicides in notoriously violent blue cities are dropping fast, but not so much in Austin. Compare homicides in the the five years pre-Covid vs post-Covid: - Baltimore: down 56% - San Francisco: down 49% - D.C.: down 7% - Memphis: down 3% - Austin: UP 32% DA José Garza took office January 2021. Every year of his tenure has had a higher homicide rate than any of the five years before he took office.
