Leaving the "outside collaborators" setting at the default (require approval for first time contributors) actually works quite well. I've spun up a couple fully automated repositories since writing the article, and I feel confident about that approach.

If this is working for you, I'd wager it's because of the usage of ForAllValues on a missing context key leading to unexpected behavior 🤯 If you use StringEquals instead you should get an AccessDenied
