They didn't like the outlaw on talos worship, they were trying to reorganize their forces. The thalmor knew this and it's why ulfric became an asset and wanted the war to continue

The voice wasn't supposed to be used in that matter, and it's seen as a calculated kill. The empire was biding their time to reorganize and Ulfric unintentionally became an asset

Ulfric unnecessarily escalated the issue because he wanted to become high king and used the voice for noreason

He didnt, nordic tradition states that he can challange him, if the king refuses its a ground for new elections, if he loses there are just new elections. Nowhere its said that winner of the duel becomes a high king. No they couldnt, ulfric was to arrogant and stupid for that. No he wasnt.

@CatholicReviva @ShitpostRock2 When he won the duel against Torygg he became the high king. The empire could have worked with him, instead they lie, calling it murder to try and justify executing him right then and there. He is by law the High King, the rebellion was not necessary

No because ulfric wanted independence in the stupidest way possible when the old high king would have decleared independence if only he asked, but he was to arrogant or didnt even knew him that much. He was ambushed in his own lands by the gut that was never in skyrim before and nearly killed, only escaping because a time travelling dragon saved him. He was such a useffull bum for the destruction of skyrim that even the thalmor supported him (wihout his knowledge). Why do you think that thalmor were in the fort on the day of his execution? They wanted him transported, execution postponed etc. Ulfric is a larper in the worst way possible.
