I played GTA IV when I was 13. You can’t stop kids from getting around. The only solution is to put a security measure on the server level. See. I agree that parents should be responsible for kids. BUT. I also agree that the government has an obligation to protecting it’s citizens, and kids are citizens. Law abiding citizens have already given the govt every data they have.
