You’re jumping from “this is preferable all things equal” to “the Israeli objective”. In the case of Palestinians, no sovereign Jewish Israel is THE non-negotiable term for any deal. In the case of Israelis, it’s not. I don’t have a strong opinion on settlements but I’d have been thrilled if Arafat accepted the deal Israel offered - but good luck finding a Palestinian yearning for that deal.
