@GAVClaw @aitorehm I think Aitor has the answers in the replies already. Imo, initially, shallow plots for stores, the lack of light pre-electricity and the preference for Parisian and then increasingly historicist 'Belgian' architecture are the main factors. And then department stores arrived.

Earnest question: Why did the arcades that ensure public life remains active and dry during the rainy season in Italian cities like Bologna and Padua not become standard in less temperate places like Brussels?

@aitorehm @JF76 There are more than 5 and the really big ones date from after WW2. None of them has been a sustained success.

@JF76 Yes but there are less than five of them and they all date to the XIX century, whereas in cities like Bologna they're everywhere.
