Growing up is realising that in Titanic, Rose decides to throw away a $250 million pendant in memory of an unemployed man with whom she had sex one time. @Jmax528 @maxtumin @Cthulhu_OwO So even for the utopian hyperthetical, all you’ve done is decrease the amount of homeless rather than solve it completely. It’s almost like it’s a complex issue and simplifying down to just give people homes doesn’t work to solve the issue of homelessness.

1 in 4 shelter beds remain unused, and 60% of people offered shelter refused it. This is despite there are much more homeless people in California then shelters. The focus on building permanent housing has decreased the focus on shelters, so the number of beds haven’t kept up with the number of homeless, not that all of them will use it. Between 25% to 51% of homeless suffer from mental illness, and between 14% to 46% suffer from substance abuse. For the chronically homeless it is 75% for either. This is important as someone suffering from these, are often unable to conform to normal behaviours. Resulting in being kicked out of housing, due to violent and sexual incidents. Probably the main motivating factor in why they refuse help. California, along with the rest of the country has dramatically decrease the amount of beds in mental institutions, which results in mentally ill people being realised back onto the streets. Combine this the fact that California, has lowered the level of drug offences (increased it back up again). It means a significant proportion of unsheltered homeless are mentally ill or have substance abuse issues. Despite all that you are probably want to know about PSH, the homes first approach. PSH has a better success rate but there still is a 22% rate of returning to homelessness. With the biggest likelihood of return being due to lack of resources and support, as well as lack of safety and security. PSH was originally envisioned for the chronically homeless however they only account for 30% PSH residents. Given the fact 75% suffer from mental illness or substance abuse, the rate of returning will be much higher than 22% Your statement of “The rest is individual and cannot be solved in general” is completely counter to the facts. (If you are going to use the fact, that you used the word “most” then don’t bother)
