I don't think is a particularly controversial statement.
You can find similar statements in the long-range plan for nuclear science of both US and European Research Council.

From the paper: "...It is extremely challenging to study nuclear reactions using state-of-the-art nuclear structure information in a consistent framework. The complexity of the dynamical processes happening during a scattering process often forces the use of separate and inconsistent models of structure and reaction, frequently relying on phenomenological optical potentials."
