All churches and Ministries are required to be registered charities, and follow charitable disbursement laws, which qualify them for insurance, in case anything goes wrong .. but to get the insurance you have to an up-to-date building with vulnerable persons protection plans. All that costs money. It's the government that mandates the business side of it. I think you're insensitive to the reality of what it takes to run a ministry, or production business that is Ministry related. It all has laws.
