@pleasedontatme .@pleasedontatme is correct; @ricyet (who is normally good on these things) and @mattcollins are incorrect. Zoning restrictions in inner suburbs make prices of both new and existing housing exceed marginal cost. Allowing more building will reduce both prices by similar amounts.

“If existing dwellings are cheaper than new ones, commencements will dry up” This is not true of Tokyo where units have robust depreciation, it’s not true of cars or many other sectors. The goal of housing policy should be for prices of existing units to go down over time.
