Off the coast of Shanghai in the Lin-gang Special Area, engineers have launched what is being called the world’s first commercial underwater data center powered by offshore wind. Submerged about 33 feet (10 meters) below the surface, the facility uses the surrounding seawater as a natural cooling system. The project has an initial capacity of 24 megawatts and was developed through a partnership between HiCloud Technology and China Communications Construction, with an investment of approximately $226–236 million (about 1.6 billion yuan). Data centers generate massive amounts of heat. On land, cooling often accounts for 40–50% of total electricity consumption. By placing the servers underwater, this facility uses cold seawater as a highly efficient heat sink, slashing cooling-related energy use to less than 10%. It is also powered primarily by a nearby offshore wind farm, with more than 95% of its electricity coming from green sources. According to project details, the underwater design is expected to reduce overall energy consumption by 22.8%, eliminate freshwater use, and cut land requirements by more than 90% compared to traditional onshore data centers. This innovation is especially timely amid the explosive growth of AI, which is driving surging demand for computing power, electricity, and water resources. However, questions remain about long-term durability, maintenance challenges in a marine environment, and the potential ecological impact of releasing large amounts of waste heat into local waters.
