This was targeted, deliberate MASS MURDER. It was all shut down BEFORE any review. This was no “audit.” It was a racist “woodchipper.”
November 12, 2024: Trump announces DOGE, led by Elon Musk and Vivek Ramaswamy, as a project to slash federal spending, regulations, programs, and personnel.
January 20, 2025: Trump orders a 90-day freeze on foreign-assistance obligations and payments pending an “America First” review.
January 24: Marco Rubio issues a worldwide stop-work order. Existing USAID programs—including health, nutrition, vaccination, famine monitoring, and refugee assistance—begin shutting down before the review occurs.
January 28: Rubio announces a waiver for “life-saving humanitarian assistance.” In practice, many programs cannot restart because payments, approvals, staff access, and supply chains remain frozen.
Late January: Senior USAID officials are placed on leave after being accused of resisting the administration’s directives.
January 31–February 1: DOGE personnel enter USAID headquarters and demand access to secure systems and restricted areas. Security officials who resist are placed on leave.
February 1–2: USAID’s website disappears, employees lose system access, and DOGE gains control over personnel and administrative infrastructure.
February 2: Musk declares: “USAID is a criminal organization. Time for it to die.”
February 3: Musk says USAID is a “ball of worms” and announces: “We’re shutting it down.” Headquarters is closed and employees are told not to report.
February 3: Musk boasts that he spent the weekend “feeding USAID into the wood chipper.”
February 4–6: Nearly all direct-hire staff are ordered onto leave. Plans emerge to reduce a global workforce of more than 10,000 to only a few hundred employees.
February 7: A federal judge temporarily blocks parts of the mass personnel purge and overseas recall.
February 10: USAID’s inspector general warns that the shutdown has crippled oversight and placed roughly $489 million in food aid at risk.
February 11: Trump fires the inspector general one day after that warning.
February 13: Another judge orders the administration to stop enforcing parts of the blanket funding freeze, but payments and programs remain badly disrupted.
Mid-February: Clinics close, workers go unpaid, supplies are stranded, and aid organizations lay off staff despite the supposed humanitarian waiver.
February 23: The administration announces approximately 1,600 USAID positions will be eliminated and most remaining employees placed on leave.
February 26: Musk admits DOGE “accidentally canceled” Ebola-prevention work, while claiming it was quickly restored. Officials dispute whether the full program ever resumed.
March 5: The Supreme Court refuses to let the administration disregard a lower-court order requiring payment for completed foreign-aid work.
March 10: Rubio announces that approximately 5,200 programs—83 percent of USAID’s portfolio—have been canceled after a six-week review.
March 15: Musk claims: “No one has died as a result of a brief pause to do a sanity check on foreign aid funding. No one.”
March 18: A federal judge rules that Musk and DOGE likely exercised unconstitutional authority while dismantling USAID.
March 28: An appeals court pauses that injunction, allowing DOGE’s cuts to continue during litigation. Rubio notifies Congress that surviving USAID functions will be transferred to the State Department.
Spring 2025: The administration quietly restores or reconsiders some Ebola, food, and humanitarian programs after discovering that essential operations had been canceled.
July 1, 2025: USAID formally ceases independently administering foreign assistance. Selected surviving programs are absorbed into the State Department.
