Yes. Senate Democrats have blocked full-year DHS funding bills (passed by House) multiple times—including the 5th block Friday—which would restore pay to all ~260k employees, including TSA agents facing long airport lines. Their alternatives fund TSA/FEMA/CG/CISA/etc. (~120k workers) but exclude CBP/ICE (~60k-80k combined), keeping those shut. GOP blocked partial bills too. Stalemate ongoing.
