Caliber systems of naming, short version, ... ain't one
Note: this is a 10 level discussion. I am doing this one by request, to help someone I like. It will be macro, and not in the weeds.
Okay, the very first thing to remember is "We don't talk about Fight Club!"....oops sorry, wrong speech...
There is not one universal naming convention for cartridges, there are dozens. They depend as much on where and when you are, as much as who.
Say I develop my own round, marginally different from anyone else's. It is a metallic rimmed case, necked (gets smaller at the front) and shoots a .381 diameter bullet. I sell this design to Hornady, on condition they call it .38 Turgid Member.
Marketing, oddly, doesn't like ".38 Turgid Member" as a name, so they get their lawyers and they find a loophole in the contract, so the name is changed to .38 Eliminator.
Europe likes their own way of doing things, so for European sales, it is repackaged as 9.7x56, as the brass cartridge case is 56mm long. A real world example of this is .380, which is 9mm Kurz (Short) in the rest of the world. It is also 9x17 in Europe, confused yet?
But it gets worse, let's say I developed this case in 1891, the black powder era. In America at that time, it was common (but not exclusive) to name cartridges after the bullet diameter (.381) and the typical number of grains of black powder in the cartridge case, so it would have been 38-60.
Now, add the US military into the mix. They want to name things too. They develop a cartridge for their world beating new rifle, the M1903 Springfield, 30-03, meaning a .30 caliber cartridge developed in 1903. Exactly fifteen minutes after that, some jerk off develops boat tailed Spitzer bullets, and "Scratch that, it's the 30-06." This is about cartridge naming conventions so I'm skipping all of the firearms development stuff.
Now, if you are famous enough, you can name your new bullets what ever you like. John Moses Browning didn't use his own name (mostly), he used what was rational to him, .45 acp (Automatic Colt Pistol) for instance.
Sometimes, even company loses control of what they name a new cartridge. In 1895, Winchester released the .30 Winchester Center Fire cartridge to capitalize on the new smokeless powder. Most people who reloaded still used black powder, and called it by the historical convention they knew, and the round was forevermore known as the 30-30.
Shotguns are another rabbit hole, even more arcane. "Gauge" is determined by how many led balls of the barrel inner diameter equal one pound in weight.
12 balls=12 gauge.
Now, are you ever going to attempt to shoot a pound of lead balls out of a shotgun? Probably not twice, no.

16 gauge- kinda big
20 gauge-medium
28 gauge- small

There's tons more nuance in this, it is very nearly its own language. The fortunate bit is that MOST times, the caliber is stamped ( in some form) on the firearm, most commonly the barrel.
