Section 277 (3) of the Constitution of Zimbabwe stipulates that, "councillors of local authorities assume office on the ninth (9th) day after the announcement of the results of the general election in which the councillors were elected."

In addition, the Urban Councils Act 29:15 Section 47)(3) gives the Town Clerk the duty and responsibility to the swearing in of newly elected Councillors before assumption of duty.

The delay in the assumption of duty by Councillors has a serious potential to create a leadership vacuum that is open to manipulation.
