The Senate creates rules which allow them to act together to resist the will of the American people while making it appear as if it's the other Political Parties' fault that legislation doesn't get passed. Republicans hold a 53-47 majority in the Senate. There is nothing in the Constitution that says there has to be 60 votes in order to pass a funding bill or pass the SAVE Act.
